Dr. Yogendra Raj Rijal is a seasoned development professional with over 26 years of expertise in governance, policy planning, monitoring and evaluation, gender equality and social inclusion, and sustainable development. Born in Phalebas Municipality, Parbat, he earned his PhD in Rural Development from Tribhuvan University in 2013, specializing in local governance- policy and planning. His career spans collaborations with prominent international organizations such as UNDP, the World Bank, USAID, the EU, and GIZ, as well as civil society institutions across Nepal.

A cornerstone of Nepal’s development landscape, Dr. Rijal has designed innovative tools like the Gender and Human Rights Impact Analysis Tool for the parliamentarians, led SDG localization initiatives, and contributed to the large-scale projects such as the Earthquake Housing Reconstruction Program (EHRP) of the National Reconstruction Authority (NRA). His work consistently champions inclusive governance, women’s economic empowerment, and climate-resilient development.

Since 1998, Dr. Rijal has served in pivotal roles as a manager and specialist in national level development programs. An accomplished author, he has published seminal works including Government, Institutions, and Local GovernanceEmpowering Women, Local Government in Nepal, numbers of training manuals alongside contributions to academic journals and national dailies. His research and policy frameworks are widely recognized for bridging theory and practice.

As a vetted expert in UNDP’s Crisis Bureau and a Course Ambassador for the University of Cambridge’s sustainability education initiative, Dr. Rijal remains at the forefront of transformative development. He actively advises governments, mentors emerging professionals, and advocates for policies aligned with Nepal’s federal system and the Sustainable Development Goals (SDGs).
